Final agreement on Collective Labour Agreement Dutch Universities 2024-2025

On 23 July all parties agreed to the result of the negotiations regarding the collective labour agreement (CLA) 2024-2025, which resulted in a final agreement.

A brief summary of the subjects in the CLA

The CLA runs from 1 July 2024 through 30 June 2025. It contains, among other things, the following provisions:

  • On 1 September 2024, staff employed by a Dutch university will receive a general salary increase of 3.7% and another one of 1.0% on 1 January 2025.
  • In addition, staff employed by a Dutch university on 1 September 2024 (excluding, among others, on-call workers and employees on paid leave) will receive a one-off payment in September 2024. Based on full-time employment, this one-off payment will be EUR 300 gross. Part-time employees receive the payment proportionately.
  • With regard to the salary structure, before the end of the year scales 1 to 7 will be adjusted with retroactive effect to 1 July 2024 to restore progression to the scale steps and an even spread between the scales. The SA and TOIO scales will also be adjusted due to the adjustments to scale 6. The youth scales will be abolished from 1 July 2024.
  • Parties have agreed to draw up an inventory to establish which positions require staff to be on call, what would be needed to adjust the current CLA provisions and what costs would be associated with such an adjustment.
  • Parties have made various agreements to take further steps to improve social safety and workloads, taking into account the outcome from the Labour Inspectorate report, the sector report on workloads and the Working Conditions Catalogue. Also the importance of taking time off to recover and relieve the pressure of work is emphasised.
  • In respect of the quality of work, an inventory will be conducted of issues that arise in classification of jobs at universities. In addition, it is investigated how the taking of leave can be better realised and excess leave entitlements can be managed.
  • To conclude, the union month referred to in Clause D.4 of the CLA will be extended to two months and the allowance in said clause will be increased to a fixed amount of EUR 100.
