I would like to ask you to spread this important information about (online) education and examinations within your study programme: to lecturers, study advisers, support staff and others for whom this is relevant.

Exchange

In December, the Board made a decision regarding exchanges. This decision has raised many questions. However, the main purpose of the decision is that in these circumstances we do not want staff and students to travel. In addition to the decision already taken (no travelling until the end of March) the following applies:

• at least until the end of March there is a ban on preparing trips and signing contracts and learning agreements in the context of travelling abroad. The end of March date may be extended depending on the situation;
• there is a ban on preparing travel and signing contracts for countries with code red or orange, even after 31 March.

There are students who have incurred costs and are now unable to leave. Although we want to be accommodating, we cannot reimburse these costs for students. We did not do so in the spring, because it was a case of force majeure. The situation now is different in that it was already clear that there was a risk that the trip would be cancelled. In the context of equal treatment, we cannot reimburse the costs. For students whose studies are delayed because of the travel ban, there is compensation through the regular channels.

There are also students who have left despite the travel ban. Provided that they were properly informed, we are not obliged to supervise these students nor are we obliged to assess their results. However, the student must be aware of the consequences of travelling anyway. It is ultimately up to the examination board to decide on the assessment and awarding of ECs. The UT does have a duty of care for these students (but this is not related to education). The request is therefore to stay in contact with these students.

Status and support of online proctoring and surveillance

Due to COVID-19 measures, we were asked what measures can be taken if the student(s) are no longer able to come to campus for a test. This was the reason we looked into the possibilities of online (digital) tests. In order to meet this demand, a project team was formed in October 2020 to set up the proctoring support.

Two types of proctoring are offered:

1. proctoring system Proctorio in collaboration with the Remindo test system;
2. online proctoring using Zoom.

 Proctoring with the Proctorio system

Once set up, the Proctorio system can make recordings of the student during the online test. All activities that the student carries out on their device are thus stored. Based on the parameters set in Proctorio, suspicious actions are observed. After the test has been completed, these suspicious actions are assessed to see if there is any suspicion of fraud.

 Online surveillance

Using Zoom, online surveillance can be carried out. The invigilator informs the teacher immediately of any suspicious actions so that the teacher can take action. No recordings are made.

When can we start using proctoring?

If we assume a positive decision, then the following planning applies:

• with the Proctorio system from week 7;
• online surveillance from week 9.

In the first weeks after delivery, online tests with proctoring will only be taken on a small scale, in order to correct for any teething problems in the process.

Information about online proctoring and surveillance

A website about online proctoring and surveillance is being set up and will be available at the end of week 6. This will include (general) information, instructions and ways to support the use of proctoring for both teachers and students. Then the rules were explained, the sequel describes how we have applied those rules collaboratively at the UT. We realise that no matter how well the UT arranges, organises and prepares, there are colleagues, students and parents who continue to worry about their own health or that of their son or daughter. This video is therefore not primarily intended to reassure. We do think, however, that a video can help to get a good idea of how things are organised and how things work with the COVID-19 measures on campus. This is also important for the many students and staff members who do not visit the campus very often.

 Role of boards in this time of crisis

The examination committees have reported a number of concerns to the Board. Following a conversation about these concerns, I would like to draw your attention to the following:

• it is important that examination committees are involved in time when there is a change in the test plan and/or the type of test. It is clear that this sometimes has to be done on short notice, but the examination committee has to be involved all the same;
• legally, examination committees have the right to ask for an extra test before signing a diploma. Normally, this right is not used. Because there is a chance that we will have to deal with measures and adjustments as a result of the pandemic for a long time to come, there is concern about the quality and reliability if, for example, subjects of an entire curriculum are tested online. Examination boards have a pro-active role here and will have to indicate in a timely manner if they wish to make use of this. After all, the students must also be informed;
• it is important to make clear to students that fraud, including in online tests, can have far-reaching consequences. Concrete (anonymous) examples can help. The request is therefore to send such examples to the Vice Dean of Education.

OER Guidelines 2021-2022

Since the OER Guidelines were revised last year in the context of TOM 2.0, no far-reaching changes will be made to the Guidelines this year. The biggest change will be adding that teaching and assessment can also be online. To this end, at least the addendum that has already been adopted for this year will be incorporated into the Guidelines.

This year, the final adoption of the Guidelines will take place later than in previous years. We therefore advise study programmes to start working on any adjustments to the study programme-specific appendix and not to wait until the Directive has been adopted. This is to ensure that the coordination with the faculty's employee participation can take place on time.

Graag verzoek ik je om deze belangrijke informatie over (online) onderwijs en tentaminering te verspreiden binnen jouw opleiding: richting docenten, studieadviseurs, ondersteunende medewerkers en anderen voor wie dit relevant is.

Exchange

In het december heeft het college een besluit genomen rondom uitwisselingen. Dit besluit heeft veel vragen opgeroepen. Het belangrijkste doel van het besluit is echter dat we in deze omstandigheden niet willen dat medewerkers en studenten gaan reizen. Aanvullend op het al genomen besluit (niet reizen tot eind maart) geldt daarom nu het volgende:

1. in ieder geval tot eind maart is er een verbod op het voorbereiden van reizen en het tekenen van contracten en learning agreements in het kader van reizen naar het buitenland. De datum van eind maart kan verlengd worden afhankelijk van de situatie; er is een verbod op het voorbereiden van reizen en het tekenen van contracten voor landen met code rood of oranje, ook na 31 maart.

Er zijn studenten die kosten hebben gemaakt en nu niet kunnen vertrekken. Hoewel we ons coulant willen opstellen, kunnen we deze kosten niet vergoeden voor studenten. We hebben dat ook in het voorjaar niet gedaan: er was immers sprake van overmacht. De situatie van nu is anders, in die zin dat nu al duidelijk was dat er een risico bestond dat de reis niet door zou kunnen gaan. In het kader van gelijke behandeling, kunnen we dus ook nu de kosten niet vergoeden. Voor studenten die studievertraging oplopen door het reisverbod, is er een tegemoetkoming via de reguliere kanalen.

Er zijn ook studenten die, ondanks het reisverbod, toch zijn vertrokken. Voor deze studenten geldt dat we, mits ze goed waren geïnformeerd, niet verplicht zijn ze te begeleiden en ook niet verplicht zijn resultaten te beoordelen. De student moet wel op de hoogte zijn van de consequenties van het toch uitreizen. Het is uiteindelijk aan de examencommissie om te beslissen over de beoordeling en het toekennen van EC’s. De UT houdt wel een zorgplicht voor deze studenten (maar die is niet onderwijsinhoudelijk). Het verzoek is daarom wel in contact te blijven met deze studenten.

Status en ondersteuning online proctoring en surveillance

Vanwege COVID-19 maatregelen is er gevraagd welke maatregelen er genomen kunnen worden, als de student(en) niet meer in staat zijn naar de campus te komen voor het afleggen van een toets. Dit is de aanleiding geweest om te kijken naar de mogelijkheden voor het afleggen van online (digitale) toetsen. Om aan deze vraag te voldoen is in oktober 2020 is een projectteam geformeerd dat de opdracht heeft de proctoring-ondersteuning in te richten.

Er worden twee soorten proctoring aangeboden:

1. proctoringsysteem Proctorio i.s.m. het toetssysteem Remindo;
2. online surveilleren met gebruik van Zoom.

Proctoring met het systeem Proctorio

Door middel van het in te richten systeem Proctorio worden er opnames gemaakt van de student tijdens het afleggen van een online toets. Alle activiteiten die de student op zijn/haar device uitvoert worden daarmee opgeslagen. Op basis van de inrichting van Proctorio worden verdachte handelingen waargenomen. Na het afleggen van de toets worden deze verdachte handelingen beoordeeld om te beoordelen of er verdenkingen van fraude zijn.

 Online Surveilleren

Door gebruik te maken van Zoom wordt er online gesurveilleerd. De surveillant geeft verdachte handelingen direct door aan de docent, zodat deze handelend kan optreden. Er worden geen opnames gemaakt.

 Vanaf wanneer kan proctoring gebruikt worden?

Als we uitgaan van positieve besluitvorming, dan geldt de volgende planning:

• met het systeem Proctorio vanaf week 7;
• online surveilleren vanaf week 9.

 In de eerste weken na de oplevering worden alleen op kleine schaal online toetsen met proctoring afgenomen: dit om de kinderziektes uit het proces te halen.

Informatie online proctoring en surveillance

Er wordt een website ingericht over online proctoring en surveillance; deze zal eind week 6 beschikbaar zijn. Met (algemene) informatie, instructies en wijzen van ondersteuning bij gebruik van proctoring, voor zowel docenten als studenten. Het tentamenbureau (CES) zal voor de proctoring en surveillanceondersteuning verantwoordelijk zijn. Neem bij vragen contact op met Bé Meerman, projectmanager: B.Meerman@utwente.nl

Vervolgfilm COVID-19; over toetsen en practica op de campus tijdens corona

Er is een vervolgfilm gemaakt op de eerste film (https://www.youtube.com/watch?v=x1IR6Tn6Pos) die aan het begin van het studiejaar is gemaakt met uitleg over de coronaregels op de UT. Toen is uitgelegd wat de regels zijn, met deze film brengen we in beeld hoe we dit samen geregeld hebben op de UT. We realiseren ons dat er, hoe goed de UT het ook regelt, inricht en voorbereidt, collega’s, studenten en ouders zijn die zich zorgen blijven maken over hun eigen gezondheid of die van hun zoon of dochter. Deze video is dus niet primair bedoeld om mensen gerust te stellen. Wel denken we dat een video kan helpen bij het verkrijgen van een goed beeld over hoe het is geregeld en hoe het eraan toegaat met de coronamaatregelen op de campus, ook omdat er veel studenten en medewerkers zijn die niet zo vaak meer op de campus komen.

Rol van examencommissies in deze crisistijd

De examencommissies hebben zich met een aantal zorgen gemeld bij het college. Naar aanleiding van een gesprek over deze zorgen wil ik jullie op het volgende wijzen:

• het is van belang dat examencommissies tijdig worden betrokken bij een wijziging in het toetsplan en/of de toetsvorm. Het is helder dat dit soms op korte termijn moet gebeuren, maar de examencommissie moet hoe dan ook betrokken worden;
• wettelijk hebben examencommissies het recht een extra toets te verlangen alvorens een handtekening onder een diploma te zetten. Van dit recht wordt normaal gesproken geen gebruik gemaakt. Omdat er een kans is dat we nog gedurende lange tijd te maken zullen hebben met maatregelen en aanpassingen als gevolg van de pandemie, bestaat er zorg over kwaliteit en betrouwbaarheid van toetsen wanneer bijvoorbeeld vakken van een hele leerlijn online worden getoetst. Examencommissies hebben hier een proactieve rol en zullen tijdig moeten aangeven wanneer ze hiervan gebruik willen maken. Studenten moeten hierover immers ook worden geïnformeerd;
• het is belangrijk studenten duidelijk te maken dat fraude, ook bij online toetsen, vergaande consequenties kan hebben. Concrete (geanonimiseerde) voorbeelden kunnen hierbij helpen. Het verzoek is daarom dergelijke voorbeelden aan de vice-decaan onderwijs te sturen.

Richtlijn OER 2021-2022

Nadat vorig jaar in het kader van TOM 2.0 de Richtlijn OER is herzien, zullen er dit jaar geen vergaande wijzigingen worden aangebracht in de Richtlijn. De grootste wijziging zal zijn dat we eraan toevoegen dat onderwijs en toetsing ook online kunnen plaatsvinden. Daartoe zal tenminste het addendum dat al voor dit jaar is vastgesteld, worden verwerkt in de Richtlijn.

Het definitief vaststellen van de Richtlijn vindt dit jaar later plaats dan in voorgaande jaren. We raden opleidingen daarom aan alvast te starten met eventuele aanpassingen in de opleidingsspecifieke bijlage en dus niet te wachten tot de Richtlijn is vastgesteld: dit om ervoor te zorgen dat afstemming met de medezeggenschap in de faculteit tijdig kan plaatsvinden.

Supervision during exams: wear a mouth mask

Also during exams you have to wear a mouth mask as soon as you get up and move. Supervisors from Randstad are instructed about this via Randstad. If you surveille with your own employees, please also ask them to act in this way.

 Convert last-minute physical education to online education: check if it’s possible

Sometimes at the last moment physical education is converted to online education. This can cause problems for teachers and students who cannot be in time for a next or previous online lecture or a lecture on campus. So coordinate the schedule change with the program coordinator first.

Follow-up of Corona guidelines in lecture rooms

Following the Corona guidelines is essential to avoid further spreading. If the guidelines are not being followed, it is important to remind each other of the guidelines. Unfortunately, it happens very often that the guidelines are not being followed in the lecture rooms. That is why we strongly request teachers at the beginning of each lecture to remind students of the guidelines and to indicate that they should sit in a designated place (there are rooms with a fixed setup and rooms where you are only allowed to sit in a place with a smiley) and that they shouldn't move the furniture.

 Upcoming: spreading use of campus space

The central government values the continuation of education. That is why we have been given fewer restrictions in the latest measures compared to other sectors. Although a lot is allowed, the UT is still looking for ways to fit in with the general intention of the regulations. The UT is also looking for ways to optimally spread the use of the campus. We focus on smaller group sizes and the use of larger spaces than strictly necessary. This applies especially to exams. By spreading numbers, we ensure less crowded corridors.

For the remainder of Q1 we are looking at more possibilities, but we are limited by the schedule. In order to be able to pass all exams and lectures in Q1, we have to make concessions in the desired group sizes. How this looks like and which numbers we use will be selected and worked out by the roster team. From 26 October the tests can be taken in this way. We will also make sure that there are extra people at the entrances to make sure that going in and out is done according to the rules. This in combination with the good ventilation in the halls and the mouthguard obligation makes these exam rooms safe. For Q2 we are looking at even more possibilities to reduce the group sizes for exams. Of course in close consultation with those involved.

 Always access to physical exams in case of a negative test

According to the RIVM guidelines, people who have been tested negative can participate in social life again. This means that students have access to an exam even if they still have a cold or show another disease symptom.

There are many questions about the negative influence on safety by students who do not want to miss an exam while being infected or having other medical conditions. If you know these students, refer them to their study advisor to get a workable program.

Student mobility in second semester 2020-2021

The Executive Board decides to allow all incoming and outgoing student mobility for the second semester of 2020-2021 except physical outgoing mobility to destinations with a red or orange Corona-related travel advice from the Dutch Ministry of Foreign Affairs. This is a continuation of the current policy on student mobility. To support educational programmes in advising student on their mobility a decision framework was developed. This has now also been updated to include additional clarifications on frequently asked questions by students and can be found attached.

Surveilleren tijdens tentamens: draag een mondkapje

Ook tijdens tentamens geldt dat je een mondkapje draagt zodra je opstaat en beweegt. De surveillanten van Randstad worden hierover geïnstrueerd via Randstad. Wanneer je met eigen medewerkers surveilleert, graag ook hen verzoeken zo te handelen.

Fysiek onderwijs op laatste moment omzetten naar online: stem dat af

Het komt voor dat op het laatste moment fysiek onderwijs omgezet wordt naar online onderwijs. Hierdoor kunnen problemen ontstaan bij docenten en studenten die daardoor niet op tijd kunnen zijn voor een volgend of voorafgaand  online college dan wel een fysiek college op de campus. Stem de roosterwijziging dus eerst goed af met de opleidingscoördinator.

Opvolging Corona-richtlijnen in collegezalen

Naleven van de Corona-richtlijnen is essentieel om besmettingen te voorkomen. Als deze niet (al dan niet onbewust) worden opgevolgd is het zaak om elkaar aan de richtlijnen te herinneren. Helaas komt het regelmatig voor dat de richtlijnen in de collegezalen niet worden nageleefd. Daarom verzoeken we docenten zeer dringend om bij aanvang van elk college de studenten te herinneren aan de richtlijnen en aan te geven dat ze op een daarvoor ingerichte plek moeten gaan zitten (er zijn zalen met een vaste opstelling en zalen waar je alleen mag zitten op een plek met een smiley) en dat ze meubilair moeten laten staan.

In voorbereiding: meer spreiding van gebruik van de campus

De Rijksoverheid hecht grote waarde aan het doorgaan van onderwijs. We hebben daarom in de laatste maatregelen weinig beperkingen gekregen in vergelijking met andere sectoren. Hoewel er veel mag, zoekt de UT toch naar mogelijkheden om aan te sluiten bij de algemene intentie van de regelgeving. Ook in het optimaal spreiden van het gebruik van de campus. We zetten in op kleinere groepsgroottes en inzet van grotere ruimtes dan strikt noodzakelijk. Dit is vooral van toepassing op tentamens. Door aantallen te spreiden, zorgen we voor minder drukte in de gangen.

Voor het restant van Q1 kijken we naar meer mogelijkheden, maar zijn we beperkt door het rooster. Om alle tentamens en colleges in Q1 door te kunnen laten gaan, moeten we concessies doen in de gewenste groepsgroottes. Hoe dit eruit ziet en welke aantallen we hanteren, wordt uitgezocht en uitgewerkt door het Roosterteam. Vanaf 26 oktober kunnen de toetsen op deze wijze afgenomen worden. Ook zorgen we ervoor dat bij de ingangen extra mensen staan die zorgen dat het naar binnen en buiten gaan volgens de regels verloopt. Dit in combinatie met de goede ventilatie in de zalen en de mondkapjesplicht maakt deze tentamenzalen veilig. Voor Q2 kijken we naar nog verdere mogelijkheden om de groepsgroottes bij tentamens te verkleinen. Uiteraard in nauw overleg met de betrokkenen.

Altijd toegang tot tentamenzalen bij negatieve test

Volgens de RIVM richtlijnen kunnen personen die negatief zijn getest weer deelnemen aan het sociale leven. Dit houdt in dat studenten dan weer toegang hebben tot een tentamenzaal ook al zijn ze nog verkouden of een ander ziekteverschijnsel tonen.

Er zijn veel vragen over veiligheid die negatief beïnvloed wordt doordat studenten geen tentamenmogelijkheid willen missen en besmet zijn of andere medische condities hebben. Mocht je deze studenten tegenkomen, verwijs hen dan naar hun studieadviseur om een werkbaar programma te krijgen.

Status Online proctoring

Over the past few months, the CCOw has re-examined the possibilities of online proctoring and has advised the Executive Board to start implementing it in an exploratory manner and at a small scale. The Executive Board (EB) is pleased with the advice of the working group and had sent the proposal for consent to the University Council. The council recognises the importance and has agreed to discuss this as soon as possible. This means that proctoring can be started, under present circumstances, only from Q2.

The outcome on this subject can be found in the online toolbox hybrid education after final approval of the University Council and the EB. 

Personal protection equipment for employees

The UT finds it important that all employees can work safely and healthy while on campus. The measures taken and the set rules for working at the UT will ensure this. The Dutch institute for public health and environment RIVM states that if we adhere to the rules and stay at home in case of possible Covid-19 symptoms, personal protection equipment is not required (see this RIVM-website). However, some employees (and students) may wish to use personal face masks or shields for their personal comfort and safety. The UT understands this preference and all who would like to use one may take the initiative for obtaining one. It is up to an individual department or group to decide whether they would like to provide face shields to their staff members. For all situations in which adhering to the social distancing rules does not seem possible, please get in touch with the VGM coordinator of the faculty.

Support wellbeing of students

Studying in corona time is different than we are used to. We want to help all students where necessary; therefor they can rely on us for assistance:

• The study advisor is the first point of contact for their study problems (choice, progress, approach) and personal problems. See this website for an overview.

Update Delay Delivery High-End Notebooks

As mentioned before, hardware suppliers currently have problems with delivering orders on time, especially the heavier, so-called High-End Notebooks. We have been informed by the supplier of the UT’s Notebook Project that students will be provided with their notebooks during the first week of September. We ask for your understanding in this regard.

Guideline Shaping Hybrid Education

In June we informed you about the approved guideline for Shaping Hybrid Education in the 1.5 m University. This provides programmes qualitative guidelines to give substance to the educational programme under the preconditions of the government, building and environmental factors and the educational frameworks for the academic year 2020-2021. We are confident that, with some creativity and our spacious campus, we can offer a lot of opportunities that you can use for your programme. The entire guideline can be downloaded or read in the toolbox.

Workshop online teaching

Departments TELT and MC, together with CELT, have started courses about online teaching on a small scale, where staff will be trained in the basic principles of providing online lectures and facilitating interaction. There are a limited number of places available. Please contact Martin Bosker (m.bosker@utwente.nl) for more information.

CCOw-update about taken measures Kick-In 

Dear colleague,

Unfortunately I have to email you sooner than I was hoping because the national government has decided to take a number of measures that relate to the introduction period of students. In this e-mail I share these measures. Please check your programme’s share in the Kick-In schedule if they comply to the measures and motivate your associations as well. In order to reach everyone on short notice, you also receive this information this way. Attached you will find the e-mail that has been sent to all employees and students.

I would like to ask you to forward this important information within your study programme: to lecturers, study advisors, study associations and others for whom it is relevant.

Taken measures (in short)
The measures taken by the government could affect a number of programme activities of the Kick-In and the associations' introduction programmes. These are:

• Educational institutions should hold orientation activities online wherever possible.
• In-person activities can only take place in small groups (groups in which a distance of 1.5m can be covered) and must be informative in nature.
• Study associations (‘studieverenigingen’) and student sports clubs can only hold in-person activities if these are necessary to introduce students to their chosen programme of study or sport. To be clear: these activities are also informative in nature (so no barbecues or something like that).
• Such activities can only take place in small groups and must end by 22.00 at the latest. No alcohol may be consumed.
• The governing body of the educational institution in question and the head of the relevant safety region must give permission for such activities to take place.
• Student societies (‘studentenverenigingen’) are not permitted to hold in-person recruitment or orientation activities.

Please check if the activities in your programme's Kick-In schedule comply with all the measures and adjust the schedule if necessary.

Most of Kick-In’s on campus can continue, student associations lead to more restrictions
Together with the Kick-In Committee, the Student Union, the municipality of Enschede and the safety region of Twente, we have determined what can and cannot be continued of the current programme consisting of mostly online and some on-campus activities. As it stands, most of the Kick-In's on-campus activities can continue, such as the sports workshops and the city and campus tours. The Do-group market can continue. The silent disco will be dropped from the schedule. The safety region of Twente is drawing up an amended emergency bye-law. We will decisively determine which parts of the physical introduction programme can and cannot take place. This will be announced in the end of next week via the Kick-In Committee.

For the student associations, the measures of the cabinet lead to more restrictions. We ask them to think specifically about how they can organize their activities on-campus within the guidelines that currently apply.

Communication towards participants, staff and students
Internal communication on this subject is coordinated by the Executive Board with the Kick-In Committee. All participants are (going to be) informed via the Kick-In Committee. The FAQ will be supplemented and a press release will be published on our website.

Response from the Executive Board
We understand that the government wants to limit the risks of the spread of the coronavirus. As a university, we pursue this policy and apply strict guidelines to ensure the physical presence of students, staff and visitors on our campus. This also concerns the organisation of the introduction weeks at the University of Twente. This is in the hands of our own students. They have prepared themselves extremely well for the arrival of the new students to meet eachother digitally, but also partly in person on our campus. Entirely in accordance with the safety regulations of the RIVM, the city of Enschede and the Veiligheidsregio Twente.

We encourage our students to make the best of it and also not to meet in student houses or other places in large groups as an alternative for not continuing the on-campus activities during the introduction period. As a safety region, the city of Enschede and the UT, we will strictly supervise and enforce this where necessary.

Helaas moet ik je eerder mailen dan dat ik had gehoopt omdat de landelijke overheid heeft besloten om maatregelen toe te voegen aan alle introductieweken in Nederland. In deze mail lees je welke maatregelen dit zijn en vraag ik je om van het programmaonderdeel van jouw opleiding te checken of deze voldoet aan de landelijk gestelde eisen en indien nodig aan te passen. Ook vraag ik je om studentenverenigingen te motiveren dit zeker ook te doen. Om iedereen te bereiken, ontvang je deze informatie ook via deze wijze. Bijgevoegd lees je de mail die naar alle medewerkers en studenten is gegaan.

Graag verzoek ik je om deze belangrijke informatie te verspreiden binnen jouw opleiding: richting docenten, studieadviseurs, studieverenigingen en anderen voor wie dit relevant is. 

De gestelde maatregelen in het kort
De maatregelen van het kabinet raken een aantal onderdelen van het introductieprogramma van de Kick-In en van de verenigingen. Dit zijn de maatregelen:

• Onderwijsinstellingen organiseren hun introductieactiviteiten zoveel mogelijk online.
• Fysieke activiteiten kunnen alleen in kleine groepen (groepen waarin 1,5m afstand gegarandeerd kan worden) plaatsvinden en zijn informatief van aard.
• Studieverenigingen en studentensportverenigingen mogen alleen fysieke activiteiten organiseren voor zover deze nodig zijn voor de introductie van de studie of sport. Ook hier geldt: de activiteiten zijn informatief van aard (dus geen barbecue of iets dergelijks).
• Fysieke bijeenkomsten vinden plaats in kleine groepen, hebben een eindtijd van uiterlijk 22:00 uur en er wordt geen alcohol gedronken.
• De leiding van de betrokken onderwijsinstelling en de voorzitter van de veiligheidsregio moeten toestemming geven voor de activiteiten.
• Fysieke wervings- en introductieactiviteiten door studentenverenigingen zijn niet toegestaan.

Ik vraag je om deze maatregelen te checken met het programmaonderdeel van jouw opleiding tijdens de Kick-In en deze aan te passen indien nodig.

Meeste on-campus activiteiten kunnen doorgaan, meer beperkingen voor activiteiten van de studentenverenigingen
Samen met de Kick-In commissie, de Student Union, gemeente Enschede en de veiligheidsregio Twente hebben we gekeken naar wat er wel en niet door kan gaan van het programma zoals het nu was opgezet met een groot gedeelte online en een aantal on-campus activiteiten. Zoals het er nu naar uitziet kunnen de meeste on-campus activiteiten van de Kick-In doorgaan, zoals de sportworkshops en de city en campus tours. De Doegroepenmarkt gaat door. De silent disco wordt van het programma geschrapt. De veiligheidsregio Twente stelt een aangepaste noodverordening op en op basis daarvan wordt opnieuw gekeken welke onderdelen van het fysieke introductieprogramma wel en niet door kunnen gaan. Dit wordt in de loop van volgende week definitief bekend gemaakt via de Kick-In commissie.

Voor de studentenverenigingen leiden de maatregelen van het kabinet tot meer beperkingen. We vragen hen specifiek na te denken over hoe ze hun activiteiten on-campus kunnen organiseren binnen de richtlijnen die er nu gelden.

Communicatie richting deelnemers, studenten en medewerkers
Interne communicatie hierover komt vanuit het CvB in afstemming met de Kick-In Commissie. Alle deelnemers worden geïnformeerd via de Kick-In commissie. De FAQ wordt aangevuld en er komt een persbericht op onze website.

Reactie CvB op landelijk besluit
We begrijpen dat het kabinet risico’s op de verspreiding van het coronavirus wil beperken. Als universiteit dragen we dat beleid ook uit en hanteren we strikte richtlijnen om de fysieke aanwezigheid van studenten, medewerkers en bezoekers op onze campus veilig te laten verlopen. Dit geldt ook voor de organisatie van de introductieweken bij de Universiteit Twente. Deze is in handen van onze eigen studenten. Zij hebben zich uitermate goed voorbereid om de komst van de nieuwe studenten naast digitaal ook deels fysiek te laten plaatsvinden op onze campus, geheel volgens de veiligheidsvoorschriften van het RIVM , de gemeente Enschede en de veiligheidsregio Twente.

We roepen onze studenten op om er het beste van te maken en ook om niet in studentenhuizen of op andere plekken bijeen te komen in grote groepen als alternatief voor het niet doorgaan van de on-campus activiteiten tijdens de introductieperiode. We zullen hier als veiligheidsregio, gemeente Enschede en UT streng op toezien en handhaven waar nodig.

 1.       Draft timetable upcoming academic year
After an inventory was made, the timetable team worked hard on a draft timetable. As announced, this schedule will be shared with you this Friday. If you have any questions about this draft, please contact Margriet Lindemann, with André de Boer in cc.

In order to spread the activity in public transport and on the campus, time slots may be altered. Information about this will follow via the mailing from the Executive Board this week.

2.       Proctoring and digital remote testing
A new working group has met to reassess the position on proctoring following recent developments. This will continue during the holiday period and will provide more clarity at the end of July. A guide for digital remote testing has been written by SURF (in Dutch only) and is attached to this e-mail.

3.       (Exchange) students from countries with label ‘high-risk area’
The Dutch government keeps a close eye on Covid-19 developments abroad. People travelling from a so-called ‘high-risk area’ are urgently requested to go into quarantine for 2 weeks after arrival. The UT follows these guidelines, and the Wellbeing workgroup determines whether and how the UT needs to support this. This also continues during the holiday period, of course, you will be informed.

4.       Framework Evening Education
As people-first university, the University of Twente strives for high quality education and community building. Contact between staff, teachers and students is essential in this. It requires the UT to make optimum use of the capacity of the campus and its facilities, whereby national measures such as social distancing will be a limiting factor. That is why the University of Twente also makes its campus available in the evenings to give all students the opportunity to follow as much education on campus as possible and to meet each other.

Attached you will find the ‘Framework Evening Education’ which have been established by the Executive Board. You can also read the framework in the toolbox for teaching staff.

5.       Toolbox for teachers updated: hybrid education
Following the new guidelines for the upcoming academic year, the toolbox has been updated. The complete overview can be found here.

6.       Communication towards upcoming students
The new batch of students will soon receive a personalised magazine. In addition, as always, the Kick-In will provide information. It is up to the programme to provide programme-specific information towards the student.

7.       Where to go with questions? 
After a challenging period for everyone, the summer holidays are meant to unwind. Therefore, the CCOw will not meet during the summer. However, we will remain available to you. In the first instance André de Boer will be your point of contact.

 1.       Conceptrooster nieuw academisch jaar in de maak
Naar aanleiding van een inventarisatie is er door het roosterteam hard gewerkt aan een conceptrooster. Dit rooster wordt, zoals eerder aangekondigd, aankomende vrijdag met jullie gedeeld. Mocht dit rooster vragen opleveren, richt je dan tot Margriet Lindemann met in de cc André de Boer.

Om zoveel mogelijk activiteit te spreiden in het OV en op de campus is er ook gekeken om de lestijden anders in te delen. Communicatie hierover volgt via de CvB-mailing deze week.

2.       Proctoring en digitaal toetsen op afstand
Een nieuwe werkgroep is samengekomen om na de recente ontwikkelingen het standpunt ten aanzien van proctoring te herijken. Dit loopt door in de vakantieperiode en zal eind juli meer duidelijkheid geven. Voor digitaal toetsen op afstand is een handreiking geschreven door SURF (alleen in het Nederlands) en is bijgesloten aan deze mail.

3.       (Exchange) studenten afkomstig uit hoog-risicogebieden
De Nederlandse overheid houdt nauwlettend de Covid-19 ontwikkelingen in het buitenland in de gaten. Voor mensen die terugkomen van een land aangemerkt als ‘hoog-risicogebied’ geldt onder andere dat zij dringend verzocht worden om na aankomst 2 weken in quarantaine te gaan. De UT volgt deze richtlijnen en de werkgroep Wellbeing buigt zich over de mate van verantwoordelijkheid bij de UT en hoe hier in te ondersteunen. Ook dit loopt door in de vakantieperiode, uiteraard wordt je geïnformeerd.

4.       Richtlijn avondopenstelling campus
Universiteit Twente streeft als People First University naar een hoge kwaliteit van onderwijs en community building. Hierin is contact tussen staf, docenten en studenten essentieel. Het vraagt van de UT om capaciteit van de campus en haar faciliteiten zo optimaal mogelijk te benutten, waarbij landelijke maatregelen als social distancing een beperkende factor zullen zijn. De Universiteit Twente stelt daarom haar campus ook ’s avonds beschikbaar om alle studenten de kans te geven zoveel mogelijk fysiek onderwijs te volgen en elkaar te kunnen ontmoeten.

Bijgevoegd lees je de richtlijnen avondonderwijs welke vastgesteld zijn door het CvB. Je vindt de ‘Richtlijn Avondonderwijs’ ook terug in de toolbox voor docenten.

5.       Toolbox voor docenten: online education geüpdatet naar hybrid education
Naar aanleiding van de nieuwe richtlijnen voor komend academisch jaar, is de toolbox bijgewerkt. Het complete overzicht vind je hier.

6.       Communicatie richting aankomende studenten
De aankomende studenten ontvangen binnenkort een gepersonaliseerd magazine. Daarnaast zal zoals altijd de Kick-In voorzien in informatie. Het is aan de opleiding om opleidingspecifieke informatie aan de student te verstrekken.

7.       Waar kan ik terecht bij vragen? 
Na een drukke periode voor iedereen is de zomervakantie bedoelt om tot rust te komen. Ook de CCOw zal daarom niet bijeenkomen gedurende de zomer. Wel blijven we bereikbaar voor je. In eerste instantie is André de Boer jouw aanspreekpunt.

The Executive Board has just approved the guideline Shaping Hybrid Education in the 1.5 m University with effect from 1 September and asked the University Council for advice. This provides programmes qualitative guidelines to give substance to the educational programme under the preconditions of the government, building and environmental factors and the educational frameworks for the academic year 2020-2021. About the guidelines (in short)
In March 2019, the 'online education' working group from the CCOw formulated guidelines for organising education until 31 August 2020. The core condition for that period was that all education could only take place online, apart from limited space for graduation and lab-related practicals. From 31 August, the situation is different and more complex: different because the government's guidelines permit a combination of online and physical education; more complex because the right combination requires consideration of various factors that influence each other mutually and whose effects cannot be fully estimated. We emphasize that this situation not only imposes limitations but also creates opportunities and invites developing structural new and innovative forms of education, as part of the UT Shaping 2030 vision.

It is also important to stress that this document provides predominantly qualitative and not quantitative guidelines. In order to be able to formulate and justify guidelines against the background of this complex but also promising situation, it is necessary to make preconditions more explicit. These preconditions express what we can and cannot do and what we do and do not want. We distinguish three types of preconditions: 1) government guidelines, 2) building and environment-specific factors and 3) educational frameworks to which the UT commits itself.

Support in setting up a programme
It may well be that consultation or inspiration is necessary for implementing these guidelines. CELT can help with that. We are also looking into whether we can facilitate you in the coming period in exchanging mutual knowledge and experience. If directors of education have any overall questions, they can also contact André de Boer (a.deboer@utwente.nl).

Communication about these guidelines
All students and staff are informed about the guidelines via the portals and email. We indicate to students that they can expect communication from their study programme as soon as possible. For many upcoming students the deadline for registration was June 15, so they received this email with video message from Victor van der Chijs.

Graag verzoek ik je om deze belangrijke informatie te verspreiden binnen jouw opleiding: richting faculteitsbestuur, docenten, studieadviseurs en andere voor wie dit relevant is.

Het CvB heeft zojuist de richtlijn Shaping Hybrid Education in the 1.5 m University vastgesteld en advies gevraagd aan de Universiteitsraad. Deze geeft opleidingen kwalitatieve richtlijnen om invulling te geven aan het onderwijsprogramma voor het academisch jaar 2020-2021, onder de randvoorwaarden van de overheid, bouw- en omgevingsfactoren en de onderwijskaders. Hieronder lees je de achtergrondinformatie over interpretatie. Naar ons idee kunnen we een hoop aanbieden dankzij creatieve oplossingen en onze uitgestrekte campus. De gehele richtlijn is opgenomen in de toolbox. 

Over de richtlijnen (in het kort)
In maart 2019 heeft de CCOw-werkgroep 'online onderwijs' richtlijnen geformuleerd voor de organisatie van het onderwijs tot 31 augustus. Kernvoorwaarde voor die periode was dat al het onderwijs alleen online kon plaatsvinden, afgezien van de beperkte ruimte voor afstuderen en labgerelateerde practica. Vanaf 31 augustus is de situatie anders en complexer. Anders omdat de richtlijnen van de overheid een combinatie van online en fysiek onderwijs toestaan. Complexer omdat voor de juiste combinatie rekening moet worden gehouden met verschillende factoren die elkaar wederzijds beïnvloeden en waarvan de effecten niet volledig kunnen worden ingeschat. We benadrukken dat deze situatie naast beperkingen ook kansen schept en uitnodigt tot het ontwikkelen van structurele nieuwe en innovatieve vormen van onderwijs, als onderdeel van onze Shaping 2030-visie. Het is ook belangrijk te weten dat dit document voornamelijk kwalitatieve en niet kwantitatieve richtlijnen geeft.

Om voor deze complexe, maar ook veelbelovende situatie richtlijnen te kunnen formuleren en rechtvaardigen, is het noodzakelijk de randvoorwaarden te expliciteren. Deze verwoorden wat we wel en niet kunnen doen en wat we wel en niet willen. We onderscheiden drie soorten: 1) richtlijnen van de overheid, 2) bouw- en omgevingsfactoren en 3) onderwijskaders waaraan de UT zich committeert.

Hulp bij vormgeven onderwijsprogramma
We kunnen ons voorstellen dat overleg of inspiratie nodig kan zijn. CELT kan daarbij helpen. Ook kijken we of we de komende tijd jullie kunnen faciliteren in onderlinge kennis en ervaring uitwisselen. Communicatie over deze richtlijnen
Alle studenten en medewerkers worden via de portals geïnformeerd over deze richtlijnen. Aan studenten geven we aan dat zij qua invulling van het onderwijsprogramma communicatie kunnen verwachten van hun opleiding. Waarbij we de verwachtingen managen dat dit op tijd is voor start van het  academisch jaar.

Voor veel aankomende studenten gold de deadline 15 juni voor inschrijven, vorige week hebben ze daarom deze mail met videoboodschap ontvangen van Victor van der Chijs.

You receive this e-mail because the CCOw (Commissie Corona Onderwijs) would like to update all directors of education, all teachers and study advisors of study programme(s) in more detail about the subjects that have our attention. Please forward this e-mail.

A lot of hard work has been done in recent weeks by the working group 1.5m education
The relevant conditions for guidelines for education on a so called 1.5m University are identified. These are government guidelines, building and environment specific factors and educational frameworks. Also, an inventory has been made with help from the directors of education. This inventory contained questions such as: what issues do you see for your programmes, for (international) students, or what is an important starting point for you to set up upcoming education? There was a lot of response, thank you for that! With this commitment, we will be able to provide education while maintaining the quality that students can expect from us. As a result of the relevant conditions and the inventory, we have formulated 4 starting points.

1. We provide blended and hybrid online and offline education

We strive for a balance in education: synchronous and a-synchronous, face-to-face and online, individually and in interaction with each other and with the teacher. Given the educational vision of the UT, education is organized in such a way that students do not study only online and do not study all alone by themselves. Regular opportunity for online and offline interaction with other students, teachers and the campus is crucial for education. The campus will also be used as much as possible for community building, especially for 1st year bachelors and 1st year master students.

2. What must take place on campus is given priority

We strive for making optimal use of the available on-campus space and time, but we’re also prepared for a new lock-down situation. We prioritize the following activities: 

This does not mean that high-priority activities must all take place on campus. This means that good organisation of certain forms of these activities is more dependent on a physical setting. Testing, for example, has a high priority because certain types of testing cannot or not done well online, but at the same time programs are asked to test online if possible and to keep searching for creative forms of (online) testing. Community building on (and outside) the campus is of integral importance for all activities and will receive a lot of attention.

3. Flexibility in scaling up and scaling down in campus activities

Flexibility is key because we don't know how the Covid-19 virus develops with what effect on society. National guidelines continue to have an effect on the level of activity on campus. So we need to be able to scale up and down quickly with activities on campus. As a result, we are more prepared for a new lock-down situation. Although offering all our education online is sub-optimal, this cannot be excluded in exceptional (crisis) situations. The health and safety of staff and students is and remains main priority.

4. Tailor made solutions for students who cannot come or who come to the UT after 1 September

Students who are able to be at the campus are expected to be at the campus from 1 September. For students who aren’t able to be on campus due to Covid-19 related circumstances, a tailor made alternative will be facilitated as long as those circumstances apply, to the best of the ability of the programme and its staff members.

Next steps

We invite everyone to actively think along with us and work together to make this task a success. Based on the above guiding principles, guidelines will be prepared for specific educational activities. The aim is to communicate these guidelines around 16 June.

Achter de schermen is er veel werk verricht de afgelopen weken door de werkgroep 1,5m onderwijs
De relevante randvoorwaarden voor richtlijnen voor het zo geheten 1,5m onderwijs zijn in kaart gebracht. Dit zijn richtlijnen van de overheid, gebouw- en omgeving-specifieke factoren en onderwijskundige kaders. Daarnaast is er een inventarisatie verricht onder de opleidingsdirecteuren. Deze inventarisatie bevatte vragen als: welke issues zie jij voor jouw opleidingen, voor (internationale) studenten of wat is voor jou een belangrijk uitgangspunt om komend onderwijs op in te richten? Daar kwam veel reactie op. Dank daarvoor! Met deze betrokkenheid lukt het ons om onderwijs aan te bieden met behoud van de kwaliteit die de studenten van ons mogen verwachten. Deze randvoorwaarden en inventarisatie hebben geresulteerd in 4 uitgangspunten. 

1. Wij bieden gemengd en hybride onderwijs: online én offline

We streven naar een evenwichtige verhouding in het onderwijs: synchroon en a-synchroon, face-to-face en online, individueel en interactief. Gezien de onderwijsvisie van de UT is het onderwijs zo georganiseerd dat studenten niet alleen online studeren en niet alleen individueel studeren; online én offline interactie met andere studenten, docenten en de campus is cruciaal voor onderwijs. De campus zal tevens maximaal worden benut voor community building, met name voor 1ste jaars bachelors en 1ste jaars master studenten.

 2. Wat op de campus moet plaatsvinden, krijgt voorrang

We gaan de beschikbare ruimte en tijd op de campus optimaal benutten voor activiteiten die nergens anders (goed) kunnen plaatsvinden.  Op basis van dit uitganspunt komen we tot de volgende prioritering:

Dit betekent niet dat activiteiten die hoge prioriteit hebben allemaal fysiek moeten plaatsvinden. Dit betekent dat goed organiseren van bepaalde vormen van activiteiten sterker afhankelijk is van een fysieke plek. Toetsen bijvoorbeeld heeft een hoge prioriteit omdat bepaalde typen toetsen niet of niet goed online kunnen. Maar tegelijkertijd blijven we opleidingen vragen om waar het kan online te toetsen en te blijven zoeken naar creatieve vormen van (online) toetsen. Community building op de campus (en daarbuiten) is van integraal belang door alle activiteiten heen en zal veel aandacht krijgen.

 3. Flexibiliteit in schaalvergroting en -verkleining van campusactiviteiten

Flexibiliteit is belangrijk omdat we niet weten hoe het Covid 19-virus zich ontwikkelt in onze maatschappij. Landelijke maatregelen blijven effect hebben op de mate van activiteit op de campus. We moeten dus snel kunnen opschalen maar ook snel kunnen afschalen met activiteiten op de campus. Zo zijn we voorbereid op een nieuwe lock-down situatie. Hoewel het online aanbieden van het gehele onderwijs suboptimaal is, kan dit in uitzonderlijke (crisis)situaties niet worden uitgesloten. De gezondheid en veiligheid van personeel en studenten is en blijft prioriteit.

4. Oplossingen op maat voor studenten die niet of na 1 september naar de UT kunnen komen

Van studenten die op de campus kunnen zijn, wordt verwacht dat ze vanaf 1 september op de campus zijn. Er zijn echter studenten die niet kunnen komen door Covid-19 maatregelen. Voor deze studenten wordt een alternatief op maat gefaciliteerd, zolang die omstandigheden van toepassing zijn. We nemen daarbij de huidige capaciteit van de opleiding en haar medewerkers in acht.

Hoe nu verder?
We nodigen iedereen uit om actief met ons mee te denken en samen te werken om deze taak tot een succes te maken. Op basis van bovenstaande leidende principes worden richtlijnen opgesteld voor specifieke onderwijsactiviteiten. Inzet is om deze richtlijnen te communiceren op 16 juni.

Update working groups CCOw

As announced, a new working group has started to draw up education in the new reality we’re facing: the so called 1.5m University. Therefore we would like to get some input: which information is needed when so that we can continue to guarantee the quality of our education? If you have any input for them, please don’t hesitate to contact them. For now, the working group consists of

Ciano Aydin (BMS) , Stephan van Gils (EEMCS), Irene van der Ploeg (MC), Jan Evers (LISA), Lisa Gommers (ET), Katja Haijkens (TNW), Arend Rensink (EEMCS), Pieter Rotteveel (CES), Hans Punt (CES) en Karin Slotman (CES).

The working groups ‘online education’ and ‘online examination’ have successfully completed their tasks and are finished. I would like to express my deep appreciation to all members for the hard work that was done in the short time we had. I think all of you worked on a solid base which we can expand in the future. Again: thank you for that! The other working groups (student wellbeing, central regulations and programme aims) continue with their activities for the CCOw.

Proctoring: which kind will we use?

Proctoring is smart software or (online) check activities which can screen if a student makes an exam without cheating. Nationally there is a discussion about the balance between proctoring and privacy.  The Executive Board has decided to allow the following activities:

• Oral exam via video and recording.
• A short video for verification the identity of a student.

All other kind of proctoring activities will not be allowed yet. CELT is experimenting on a small scale with a tool to track down suspicious behavior. That’s the only exception from these rules for now. When results of this experiment become available and/or when new technological developments occur we will discuss this subject again.

Student mobility for exchange students

The Executive Board has decided the following about the Student Mobility:

• all mobility for exchange students until 31st of August is cancelled
• before 27th of May we decide if mobility for coursework for first semester of 2020-2021 is allowed
• degree programmes decide for themselves on all other types of mobility for the first semester of 2020-2021. Attached you will find a framework to help making these decisions.

We request our students to register for an alternative minor via Osiris. If you could encourage this too, this would be helpful. Students are informed by a student mail from the CCvB and we updated the FAQ Corona with this information.

Stand van zaken werkpakketten

Zoals aangekondigd, is er een nieuw werkpakket begonnen met het vraagstuk van onderwijs in de nieuwe realiteit waar we in leven: de zogeheten 1,5m universiteit. Daarvoor ontvangen we graag input: welke informatie is wanneer nodig, zodat we de kwaliteit van ons onderwijs kunnen blijven garanderen en de kans op studievertraging minimaliseren. In het nieuwe werkpakket zitten: Ciano Aydin (BMS) , Stephan van Gils (EEMCS), Irene van der Ploeg (MC), Jan Evers (LISA), Lisa Gommers (ET), Katja Haijkens (TNW), Arend Rensink (EEMCS), Pieter Rotteveel (CES), Hans Punt (CES) en Karin Slotman (CES). Als je input voor hen hebt, aarzel dan niet om contact met hen op te nemen.

Dit betekent dat de werkgroepen 'online onderwijs' en 'online examen' zijn afgerond. Ik wil alle leden bedanken voor het harde werk dat is verricht in de korte tijd die we hadden. Ik waardeer het en zie dat jullie allemaal hebben gewerkt aan een solide basis die we in de toekomst kunnen uitbreiden. Dank daarvoor!

De werkpakketten studentenwelzijn, centrale regelgeving en programmadoelstellingen gaan door met hun activiteiten voor de CCOw.

Proctoring: welke soort gaan we gebruiken?

Proctoring is slimme software of (online) controleactiviteiten die kunnen screenen of een student een examen maakt zonder te frauderen. Landelijk is er een discussie over de balans tussen proctoring en privacy. Het College van Bestuur heeft besloten de volgende activiteiten (voor nu) toe te staan:

• Mondeling examen via video en opname.
• Een kort filmpje ter verificatie van de identiteit van een student.

Alle andere proctoring activiteiten zijn (nog) niet toegestaan. CELT experimenteert op kleine schaal met een tool om verdacht gedrag op te sporen tijdens tentaminering. Dat is voorlopig de enige uitzondering op deze regels. Wanneer de resultaten van dit experiment beschikbaar komen en/of wanneer zich nieuwe technologische ontwikkelingen voordoen, wordt dit onderwerp opnieuw besproken.

Studentenuitwisseling van en naar het buitenland

Het College van Bestuur heeft het volgende besloten over de studentenuitwisseling:

• Alle vormen van nieuwe uitwisseling en mobiliteit van studenten tot 31 augustus zijn niet mogelijk
• Voor 27 mei beslissen we of uitwisselingsminors voor het eerste semester van 2020-2021 wordt toegestaan.
• De onderwijsprogramma's beslissen zelf over alle andere soorten uitwisseling voor het eerste semester van 2020-2021. In de bijlage vindt je een kader om deze beslissingen te helpen nemen.

We adviseren onze studenten om zich in te schrijven voor een alternatieve minor via Osiris. Graag ook het verzoek aan jou om dit aan te bevelen. Studenten zijn geïnformeerd via de algemene studententmail en er is een vraag opgenomen in de FAQ Corona hierover.

First off all I would like to point out that a statement about education for academic year 2020-2021 has been published by the Executive Board. You can read it here.  

Update residence permit and study progress (MoMi)

The document ‘Study progress monitoring MoMi i.r.t. Corona Crisis’ is established by the Executive Board. The University of Twente classifies the Corona crisis as a possible justifiable reason for study delay, in addition to the existing reasons for study delay that are determined by law. For non-EEA students at the University of Twente, who incur or have incurred a study delay as a result of the Corona crisis and therefore could not comply with the obligation of having sufficient study progress (50%) in academic year 2019-2020, the University has established a procedure that involves the programme management and study advisers. Read more on the website of CES.

The study adviser is the contact person for students. They already received this information earlier this week via CES.

Compensation Tuition Fees for non EEA students who are finishing their BSc/MSc degree

A memo was released by the VSNU which describes the options that universities have within the framework of the Dutch law for higher education to differentiate in the institutional tuition fees in order to allow for compensation for Corona-related study delay for specific groups of students. The Executive Board has established the following (in short).

Even though the UT is making every effort to continue education, and certainly cannot influence the situation that everyone finds themselves in at the moment, we feel that non-EEA students who are in their last BSc or MSc year and experiencing delays should be compensated somehow. Therefore we will award this group of non-EEA students that would otherwise expect to graduate before 1 September 2020 a partial waiver, to the extent that they pay only the statutory tuition fees until 1 February 2021. In effect that means they are given a maximum five extra months (the period from mid-March, when all buildings closed, to the end of the academic year) to finish their degree, at a considerably lower rate. The WHW allows for this in article 7.462. Also we will pay the extra costs for visa. The study advisor is contact person when students need more information.

Eerder deze week hebben we jou geïnformeerd over de zogeheten zachte knip voor aankomende studenten. Er is ook andere informatie welke ik graag met je deel. Het is belangrijke informatie dus graag weer je medewerking gevraagd om het door te sturen  naar docenten, studieadviseurs, onderwijsondersteuning en examencommissies. Studenten voor wie dit relevant is, worden op de hoogte gebracht.

Allereerst wil ik erop wijzen dat er een visie op het onderwijs voor het studiejaar 2020-2021 is gepubliceerd door het College van Bestuur. Je leest deze hier (in het engels). 

Update verblijfsvergunning en studievoortgang (MoMi)

Het document 'Study progress monitoring MoMi i.r.t. Corona Crisis' is vastgesteld door het CvB. De Universiteit Twente classificeert hiermee de Corona-crisis als een mogelijke gerechtvaardigde reden voor studievertraging, naast de bestaande wettelijke redenen voor studievertraging.

Voor de MoMi geldt normaal gesproken de verplichting dat een student in een studiejaar minstens 50% studievoortgang boekt. Voor studenten die denken een gerechtvaardigde reden te hebben waardoor  hij/zij deze verplichting niet heeft gehaald, heeft het CvB een procedure vastgesteld waarbij  programmamanagement en de studieadviseur betrokken zijn.  Lees meer op de website van CES.

De studieadviseur is de contactpersoon voor studenten. Deze informatie hebben zij eerder deze week al ontvangen via CES.

Compensatie collegegeld voor niet-EER-studenten die in hun laatste studiejaar zitten (BSc/MSc)

De VSNU heeft een nota uitgebracht waarin mogelijkheden staan omschreven die universiteiten in het kader van de Nederlandse wet op het hoger onderwijs hebben om te differentiëren in het instellingscollegegeld. Dit zodat Corona-gerelateerde studievertraging voor specifieke groepen studenten kan worden gecompenseerd. Het CvB heeft (in het kort) het volgende daarover vastgesteld.

De UT stelt alles in het werk om het onderwijs voort te zetten en kan zeker geen invloed hebben op de situatie waarin we ons nu in bevinden. Wij vinden dat niet-EER-studenten die in hun laatste BSc- of MSc-jaar zitten en vertraging oplopen, op de een manier gecompenseerd dienen te worden. Daarom betaalt deze groep niet-EER-studenten, die anders naar verwachting zouden afstuderen voor 1 september 2020, tot 1 februari 2021 niet het instellingscollegegeld maar het wettelijk collegegeld. In feite betekent dit dat zij maximaal vijf maanden extra (de periode vanaf medio maart, wanneer alle gebouwen gesloten zijn, tot het einde van het academisch jaar) de tijd krijgen om hun opleiding af te ronden, tegen een aanzienlijk lager tarief. De WHW laat dit toe in artikel 7.462. Ook de extra kosten voor verlenging van het visum zijn voor onze rekening. De studieadviseur is contactpersoon als studenten meer informatie nodig hebben of om deze ontheffing aan te vragen.

Action required

• It has happened recently that the form of examination changed at the last moment. Due to the sudden Corona circumstances this was understandable, but certainly not pleasant for the students. • We receive signals that some programmes give their own interpretation to the adjusted BSA. This is not how it's intended because this BSA is legally defined. Here you read more information about the BSA.

 For your information

• As the Executive Board announced, remote education will apply to the whole of Q4. Read the news about this here.
• The CELT-toolbox Remote Education for teaching staff is online. Here you will find all the information and documentation the CCOw has about remote education during this specific time.
• The working group Remote Assessment had expands its information with a chapter about Oral Exams. You can read it here.
• For the opening of labs a CCOz (Corona Committee Research) has been set up with Thom Palstra as chairman. Information is provided via this committee and has the same working method as the CCOw. The CCOz is an advisory board to the Executive Board.

 What has our attention:

• We receive a lot of questions from various sides about how we are going to start the new academic year and shape the 1.5-metre university. A new working group will be created within the CCOw for this purpose.
• We still see that students have (financial) concerns about overflow. This has national attention. There are regulations, which are known by the study advisors. If you have a concerned student, always refer them to their study advisor for customised advice.
• We are involved at the national consultations on the interpretation of the temporary BSc/MSc separation for upcoming students. Before 15 May we will inform about the implementation of this.

Actie vereist:

• Het is de afgelopen tijd voorgekomen dat de vorm van tentaminering op het laatste moment nog wijzigde. We begrijpen dat omdat we snel moesten omschakelen  maar het was niet fijn voor de studenten. Daarom graag het verzoek om de vorm van tentaminering aan te houden zoals je in het testplan omschrijft zodat studenten zich goed kunnen voorbereiden.
• We ontvangen signalen dat er opleidingen zijn die een eigen invulling geven aan de aangepaste BSA. Dit is niet de bedoeling. Deze BSA is wettelijk vastgelegd. . Meer informatie over BSA lees je hier.

 Ter informatie:

• Zoals het CvB meldde, gaat het online onderwijs voor heel Q4 gelden. Lees de berichtgeving daarover hier.
• De CELT-toolbox Remote Education for teaching staff staat online. Hier vind je alle informatie en documenten van de CCOw over online onderwijs in deze tijd. 
• De werkgroep online tentamens heeft zijn informatie uitgebreid met het onderwerp mondelingen. Je leest er hier meer over. 
• Voor de openstelling van labs is een CCOz (Corona Commissie Onderzoek) ingericht met Thom Palstra als voorzitter. Informatie hierover wordt via deze commissie verstrekt en hanteert dezelfde werkwijze als het CCOw. Het CCOz is een adviesorgaan waarbij het CvB het advies vaststelt.

Wat heeft onze aandacht

• We worden bevraagd over hoe we het nieuwe academisch jaar gaan starten en invulling te geven aan de 1,5 meter universiteit. Hiervoor komt een nieuw werkpakket binnen de CCOw die hier invulling aan gaat geven.
• We zien dat studenten (financiële) zorgen hebben over uitloop. Dit heeft landelijk de aandacht. Er zijn regelingen, welke deze zijn, zijn bekend bij de studieadviseurs. Mocht je een bezorgde student treffen, verwijs hen altijd naar hun studieadviseur voor advies op maat.
• We zitten aan tafel bij de landelijke overleggen over de invulling harde knip. Voor 15 mei wordt je geïnformeerd over de invulling met betrekking tot de aankomende UT studenten.

Usually, a student first completes his Bachelor's or Pre-master’s programme before moving on to a Master's programme. This is called the BSc/MSc separation which is settled by law. This special situation that we are in at the moment could prevent a student from continuing on to a Master's programme because not all courses can be offered. There is nothing a student can do about this situation. That is why all Universities took measures to minimize the study delay as much as possible. In other words: the Ministry of Education, Culture and Welfare (OCW) has converted the BSc/MSc separation into a BSc/MSc separation with temporary softer requirements. This applies legally to the academic year 2020-2021 and can also be used for Q4 of this academic year.

In general: these temporary soft requirements BSc/MSc separation only apply to third-year Bachelor’s and Pre-master students who are already enrolled at the University of Twente.

 The guiding principles specific for UT Bachelor’s students are:

• Bachelor students can be conditionally admitted to the Master's programme if a maximum of 30 EC of the Bachelor’s programme is still open;
• The Bachelor's programme must be completed before 1 September 2021;
• The Bachelor's thesis must be completed before the Master's thesis is started (relevant for 1-year Master's programmes);
• Master's programmes can set extra requirements for admission, for example B1 and B2 completed in full or exclusion of certain courses;

 The guiding principles specific for UT Pre-master’s students are:

• Pre-master students can be conditionally admitted to the Master's programme if a maximum of 6 EC of the Pre-master programme is still open;
• Master's programmes may have additional admission requirements (e.g. exclusion of certain courses);
• The Pre-master programme must be completed before 1 March 2021.

For the upcoming academic year (2020-2021), the requirements will be enhanced with the possibility for students to transfer between different universities and between HBO bachelor and university. We expect to inform you before 15 May 2020.

Let op: dit is belangrijke informatie over de ‘harde knip’. Graag doorsturen naar jouw docenten, studieadviseurs, onderwijsondersteuning en examencommissies. Studenten voor wie dit relevant is, informeren wij in een aparte mailing hierover.

Normaal gesproken, rondt een student eerst zijn Bachelor- of Pre-masteropleiding af om vervolgens door te stromen naar een Masteropleiding. Dit wordt de harde knip genoemd en is wettelijk bepaald. Deze bijzondere situatie waar we nu in zitten, kan doorstroom verhinderen omdat niet al het onderwijs aangeboden kan worden. Daar kan een student niks aan kan doen. Daarom zijn er door alle universiteiten maatregelen opgesteld met als uitgangspunt de studievertraging zoveel mogelijk te minimaliseren. Oftewel: de harde knip is door het ministerie van Onderwijs, Cultuur en Welzijn (OCW) omgezet naar een tijdelijke, zachte knip. Deze geldt wettelijk voor collegejaar 2020-2021 en mogen we hanteren voor Q4 van dit collegejaar.

Deze tijdelijke, zachte knip geldt alleen  voor 3^e jaars Bachelor- en Pre-masterstudenten die nu ingeschreven zijn bij de Universiteit Twente.

De uitgangspunten die de UT hanteert voor Bachelorstudenten zijn:

• Bachelor studenten kunnen voorwaardelijk worden toegelaten tot de masteropleiding als nog maximaal 30 EC open staat van de bacheloropleiding;
• De bacheloropleiding moet worden afgerond voor 1 september 2021;
• De bachelorthesis moet afgerond zijn voordat er met de masterthesis wordt gestart (relevant voor 1-jarige masters);
• Masteropleidingen kunnen extra eisen stellen aan de toelating, bijvoorbeeld B1 en B2 volledig afgerond of uitsluiting van bepaalde vakken);

 De uitgangspunten die de UT hanteert voor Pre-masterstudenten zijn:

• Pre-master-studenten kunnen voorwaardelijk worden toegelaten tot de masteropleiding als er nog maximaal 6 EC open staat van de pre-masteropleiding;
• Masteropleidingen kunnen extra eisen stellen aan de toelating, bijvoorbeeld uitsluiting van bepaalde vakken;
• De pre-master opleiding moet worden afgerond voor 1 maart 2021.

Voor het volgend collegejaar wordt de regeling aangevuld waardoor het ook mogelijk maakt om studenten tussen universiteiten te laten doorstromen. Hierover informeren we jou voor 15 mei.

Action required:

• A statement will be sent to study associations saying that students are not allowed to reuse study material, put it on a server and/or distribute it without the permission of the teacher. They have been asked to contact the relevant teacher before use. It is recommended that this message also be included in the educational materials but we leave that up to you.

 For your information:

• Last OLD-mailing we introduced the guideline for remote assessment. This document has been updated, you will find it here. Attached at this e-mail you will find a letter with more information for teaching staff.
• The interpretation of the national guidelines about BSA has been approved by the CCT, which you can read here.
• Some third-year students or students in a pre-master programme may worry about study delays that affect their starting in the Master’s programme. We are currently working on solutions. Moreover, all Dutch universities have agreed to inform their students the latest 15 May on the requirements for all master programmes. We are working very hard to inform you much sooner.
• There are questions from our (international) students and teachers about the duration of only offering online education. In accordance with central regulations from the national government, this has been set for at least until 1 June. We understand that this is a strange date since our academic year officially ends later. At the request of the CCT, the CCOw has adviced how to deal with this matter. We’ll keep you informed.
• The FAQ  became more and more expansive and therefore unstructured. That is why it has been restructured to target groups (such as students and lecturers) instead of per subject as before.
• CCOw is developing a toolbox Remote Education where all guidelines and statements about remote education and assessment can be found on the CELT website. When it is available, we will inform you.

What has our attention this week:

• Online education: The CCT approved the document ‘Challenges in the transition from ordinary to online education’. We are now in the process of further elaboration and distribution.
• Online examinations: other than the above, there are some specific subjects that have our attention like a guideline for online verbal examination.
• Student wellbeing: a document has been written to inform students about the national guidelines and how to deal with Corona specifically for student houses. This will be distributed. The Student Union is working on a buddy-system for students on campus who don’t feel well and can’t do any groceries. And it has our attention that foreign students are worried about the way the Dutch cope with the Corona-situation.
• Central regulations concerning study delay: In preparation, we are outlining the possible scenarios and the impact of central regulations.
• Dealing with programme aims: a 'guideline final qualifications' has been approved after careful discussions with examination boards.

In addition that we are now putting a lot of things in place for the short term, we are also asked to look at the effects of this situation in the mid-term (next academic year) and the long term.

Ter informatie

• In de vorige OLD-mailing introduceerden we de richtlijn voor toetsing op afstand. Dit document is bijgewerkt. Bij deze e-mail vindt je een brief met meer informatie voor de docenten (in het Engels).
• De invulling van de landelijke regeling BSA is vastgesteld door het CCT, deze lees je hier.
• Als gevolg van de coronamaatregelen ontstaat er mogelijk voor een deel van de derdejaars studenten en schakelstudenten een knelpunt bij de afronding van de bachelor. Met daardoor gevolgen voor de instroom in de master. Landelijk hebben we afgesproken voor 15 mei per wo-masteropleiding aan aspirant-studenten duidelijkheid bieden. Wij streven naar eerder.
• Er zijn veel vragen van zowel studenten als docenten over de duur van alleen aanbieden van online onderwijs. Deze is, conform landelijke regelgeving, gezet op in ieder geval t/m 1 juni. We snappen dat dit een rare datum is aangezien ons academisch jaar doorloopt. We hebben op verzoek van het CCT aan hun een advies gegeven hoe hiermee om te gaan. We houden je op de hoogte hiervan.
• De FAQ over Corona werd steeds uitgebreider en daardoor onduidelijker. Daarom is het geherstructureerd naar doelgroepen (zoals studenten en docenten) in plaats van per onderwerp zoals voorheen.
• Het CCOw is een toolbox Remote Education aan het ontwikkelen waar alle guidelines en uitspraken over online onderwijs en tentaminering deze komt op de website van CELT. Wanneer deze beschikbaar is, informeren we je erover.

Wat heeft deze week onze aandacht:

• Online onderwijs: Het CCT heeft het document "Challenges in the transition from ordinary to online education" vastgesteld. Het werkpakket werkt dit verder uit.
• Online toetsen: Naast bovenstaande zaken zijn er enkele specifieke onderwerpen die onze aandacht hebben, zoals een richtlijn voor online mondeling tentamen.

• Eindtermen: Een 'guideline final qualifications' is goedgekeurd nadat deze in nauw overleg met de examencommissies is opgesteld.

Naast dat ons advies nu wordt gevraagd voor op de korte termijn, wordt er ook gevraagd om te kijken naar de effecten van deze situatie op de middellange (volgend academisch jaar) en lange termijn.

Spotlight: guideline remote assessment for teachers

The working group has set-up a guideline for remote assessment that has been discussed with all Examination Boards of UT and adopted by the Executive Board. The full guideline and request form can be found here.

Our goal was to provide a method of working that comes closest to full reliability of testing. After the investigation, we arrived at the advice set out below:

• Please verify your current tests. Is it suitable for remote assessment? If not, we advise you to change the nature of your test (where possible) in such a way that it is more suitable for remote assessment. The TELT page provides information about different alternatives that you could consider. You can of course also contact the educational adviser of your faculty about this.
• We advise to add an integrity statement as an extra question to the test that each student must sign in to validate their exam for summative use. The text for this extra question can be found in the document. Also make sure to explicitly mention the allowed sources on the test itself.
• After you graded the test, you will make your own judgement as to whether the test results are reliable to register in Osiris. We  advise that every remote test is accompanied by an additional oral exam (issued to a random selection of students) to check the reliability of the results. This can either be planned directly after the test or after grading. 
• If the programme chooses to test in accordance with the guideline, the examination board will not be able to question this method of testing.
• Changes in the nature of your test should be communicated to the students and to the examination board. Your Examination Board will inform you about the way in which they want to receive this information. Students can be informed via Canvas. For the general rules regarding remote assessment, you can refer students to the information at the Student Services website or the FAQ about Corona.

Uitgelicht: richtlijn voor docenten over toetsing op afstand

De werkgroep online toetsing (onderdeel van de Commissie Onderwijs van de UT Corona) heeft een richtlijn voor schriftelijk toetsen op afstand opgesteld die met alle Examencommissies van de UT is besproken en vastgesteld is door het CvB.  De volledige richtlijn en aanvraagformulier is te vinden op deze website.

Ons doel was een werkwijze te bieden die het dichtst bij volledige betrouwbaarheid van toetsing komt. Na de verkenning komen we dan uit op het volgende advies:

• Beoordeel of de huidige toetsen geschikt zijn voor toetsing op afstand. Zo niet, dan adviseren wij je om de aard van de toets (waar mogelijk) te wijzigen zodat deze meer geschikt is. Op deze TELT-pagina lees je informatie over alternatieven die je kan overwegen. Uiteraard kan je ook contact opnemen met de onderwijsadviseur van jouw faculteit.
• Wij adviseren om als extra vraag aan de toets een integriteitverklaring toe te voegen dat elke student zich moet aanmelden om zijn examen te valideren voor summatief gebruik. De tekst voor deze extra vraag is te vinden in het document. Zorg er ook voor dat de toegestane bronnen op de toets zelf expliciet worden vermeld.
• Nadat je de toets hebt beoordeeld met een cijfer, maakt je zelf de inschatting of de toets betrouwbaar is om te registreren in Osiris. We raden ook aan dat elke toets op afstand vergezeld wordt met een extra mondeling examen (dat wordt afgenomen bij een willekeurige selectie van studenten) om de betrouwbaarheid van de resultaten te controleren. Dit kan direct na de toets of na de beoordeling worden ingepland. 
• Wanneer de opleiding kiest om te toetsen conform deze richtlijn, kan de examencommissie deze methode van toetsing niet ter discussie stellen.
• Als je de aard van de test wijzigt, is het belangrijk om dit zeer duidelijk te communiceren naar de examencommissie en naar jouw studenten. De examencommissie informeert je over de manier waarop zij deze informatie willen ontvangen. Studenten kun je via Canvas informeren. Voor de algemene regels met betrekking tot beoordeling op afstand kun je de studenten verwijzen naar de informatie op de website van Student Services of de FAQ over Corona.

3. Our most important task is that we offer good education in which, among other things, we keep the academic year on schedule and minimize study delay. It is possible that you anticipate delays that we have not yet realized. We want to make an overview of this so we can think about ways to limit the study delay. Report these programme parts to your Vice Dean of Education with a brief explanation.

2. Remote assessment: remote assessment helps to continue education (as much as possible) according to schedule. However, 100% reliability of online testing cannot be guaranteed. For this reason, a guideline on online testing has been drawn up for study programmes that gives the study programme the room to the reliability of the assessment afterwards and take this into account in the grading. The study programme may also use other assessment methods. This guideline will be offered to the CCT for adoption. Adoption of this document means that if the programme chooses to test in accordance with the guideline, the examination board cannot question this method of testing.  A more detailed version will be published on the CES website later this week. When this is published, you will be informed.
    
   
3. For the time being, diplomas cannot be physically signed and awarded. In view of the temporary special circumstances, graduation letters may now be sent digitally to SAS without a signature. Pass letters with original signatures must be sent to SAS as soon as it is again possible to work at the UT. For students, this means that they will not yet receive a diploma and diploma supplement after graduation. On request, however, the student can receive a so-called 'Graduation Statement' digitally via BOZ on behalf of the examination board. In this statement it is stated that the student has graduated from the UT, which he/she can use, for example, to apply for a follow-up programme.

What has our attention this week:

Below we briefly mention the state of affairs per work package:

1. Online education (Ciano Aydin): The 6 points on which we will focus in the coming period are (in short): rosters, practical/final assignments, guidance working groups, suitable applications, capacity online video service. For each of these points an approach will be written this week by the working group.
2. Online examinations (Stephan van Gils): This workgroup has been involved in the further development of the principles of online testing and the coordination with the various examination boards.
3. Welfare students (Marjolein Dohmen-Janssen): We have started to pick up what is missing in the information provision and in consultation with the M&C department in order to get the FAQ clearer. The (social) online community aspect also received attention.
4. Central regulations concerning study delay (Freek van der Meer): It is expected that national statements will be made this week about deadline for application, the BSc/MSc separation, pre-master/master and quality agreements. As soon as the UT has decided how to adopt these, this will be communicated via the digital newsletter and the FAQ.
5. Dealing with programme aims (Nieck Benes): An inventory and classification is being made with various stakeholders about the impact of central regulations on programme aims. This will become clearer when we know how we are going to test (online) in the coming period and what the central regulations will be. Based on the inventory a guideline will be written which will of course be published.

Daarom is er een handreiking opgesteld voor opleidingen over online toetsen waarmee de opleiding de ruimte krijgt om de betrouwbaarheid achteraf te onderzoeken en in de beoordeling mee te wegen. Deze handreiking wordt aangeboden aan het CCT voor vaststelling. Vaststelling van dit stuk betekent dat wanneer de opleiding kiest om conform de handreiking te toetsen, de examencommissie deze methode van toetsing niet ter discussie kan stellen. De opleiding kan daarnaast ook van andere toetsingsmethodes gebruik maken. Een gedetailleerdere uitwerking wordt later deze week op de website van CES gepubliceerd. Wanneer dit is gepubliceerd, word je hierover geïnformeerd.
    
   
3. Diploma’s kunnen voorlopig niet fysiek worden ondertekend en uitgereikt. Slaagbrieven mogen dus nu, gelet op de tijdelijke bijzondere omstandigheden, digitaal zonder handtekening verstuurd worden naar SAS. De slaagbrieven met originele handtekening moeten naar SAS gestuurd worden zodra het weer mogelijk is om op de UT te werken. Voor studenten betekent dit dat zij na afstuderen nog geen diploma en Diplomasupplement ontvangen. Wel kan de student op verzoek digitaal via BOZ namens de examencommissie een zogeheten “Graduation Statement” ontvangen. Daarin wordt verklaard dat de student aan de UT is afgestudeerd dat hij kan gebruiken voor bijvoorbeeld aanmelding van een vervolgopleiding.

Wat heeft deze week onze aandacht:

Hieronder benoemen we kort de stand van zaken per werkpakket:

1. Online onderwijs (Ciano Aydin):  De 6 punten waar we ons komende tijd op richten zijn (in het kort): roostering, practica/eindopdrachten, begeleiding werkgroepen, geschikte applicaties, capaciteit online videodienst. Voor elk van deze punten wordt deze week een aanpak geschreven door de werkgroep.
2. Online tentamens (Stephan van Gils): Deze werkgroep heeft zich bezig gehouden met het verder uitwerken van de principes van online toetsen en de afstemming daarover met de verschillende examencommissies.
3. Welzijn studenten (Marjolein Dohmen-Janssen): We zijn begonnen met ophalen wat mist in de informatievoorziening en in overleg met afdeling M&C om de FAQ overzichtelijker te krijgen. Ook het aspect (sociale) online community heeft de aandacht.
4. Centrale regelingen rondom studievertraging (Freek van der Meer): Verwacht wordt dat er deze week landelijke uitspraken worden gedaan over deadline inschrijven, harde knip, pre-master/master en kwaliteitsafspraken. Zodra de UT besloten heeft hoe deze in te vullen, wordt dit gecommuniceerd via de digitale nieuwsbrief en de FAQ.
5. Omgang met eindtermen (Nieck Benes): Er is met diverse stakeholders een inventarisatie en classificatie gaande over de impact van centrale regelingen op de eindtermen. Dit wordt duidelijker als we weten hoe we de komende tijd (online) gaan tentamineren en wat de centrale regelingen worden. Op basis van de inventarisatie wordt een richtlijn geschreven welke uiteraard gepubliceerd wordt.

Communicatie: e-mail blijft het belangrijkste kanaal

Er worden op dit moment veel zaken geregeld. Mocht er nieuws uit komen, brengen we je via centrale communicatiekanalen op de hoogte. Tenzij iets specifiek geldt, dan benadert de commissie je met een eigen mail. De FAQ wordt dagelijks aangevuld door afdeling Marketing & Communicatie. Staat jouw vraag er niet tussen? Dear colleague,

We are working hard on how we can offer high-quality distance education as soon as possible. The Corona Committee on Education has been convened for this purpose. On behalf of the committee with me as chairman, I would like to inform you what we are doing and what you can expect from us in coming period. We will send this e-mail to you with the request to forward it to teachers within your study programme.

The committee has identified five work packages, each with a Vice Dean of Education as the point of contact and a team of experts from the UT to work on them. The packages are:

1. Online Education - focuses on the development of a central approach to providing education online and its consequences for, for example, practicals, graduation colloquiums, and work placements. Ciano Aydin (BMS) is the point of contact.
2. Online Testing - focuses on a central approach to online testing that is AVG-proof and safe online. Stephan van Gils (EEMCS) is the point of contact.
3. Welfare Students - pays specific attention to the impact of the current situation on student welfare and focuses on good communication and other measures to monitor student welfare. Marjolein Dohmen-Janssen (ET) is the point of contact.
4. Central regulations concerning study delay - focuses on how existing regulations concerning study delay, such as the BSA and the hard cut, may need to be adjusted and what additional agreements are needed. Freek van der Meer (ITC) is the point of contact.
5. Dealing with attainment targets - focuses on the impact of the current situation on the attainment of the attainment targets and the alignment of final examination committees. Nieck Benes (TNW) is the point of contact.

Points for attention next week: duration of online education and binding study advice

Each work package is currently developing a timeline and providing you with a basis you can work with. In addition, the committee has joined VSNU in consultations where national decisions/agreements are made, such as on the binding study advice, the hard cut and the duration of offering education online. We are in contact with the central crisis team where the decisions are made.

Communication: e-mail is the most important channel

A lot of things are being taken care of right now. Therefore, we are not going to communicate every aspect directly, that would create an information overload. Should news come out, we will inform you via central communication channels (UT-mailing, FAQ on website). Unless something specific applies, the committee will approach you with its own mail. We do this when there is news and not on a regular basis. We strive for a maximum of two OLD e-mails per week, in addition to the communication you receive from the central crisis team.

Top 3 frequently asked questions:

1. What does education look like in quarter three?
   This week (week 12) of the third quarter has been cancelled. We will continue the schedule as planned next week. This means that quarter three will end as planned and will not be extended. In the meantime, we are looking at solutions for tests and practicals. Students were informed earlier this week that all education in the third quartile will take place online and that they do not need to be physically present on campus for this.

   On this website you will find a lot of information. You can also contact them via telt@utwente.nl.
   
   
3. How is the binding study advice (BSA) handled?
   There will be a (most probably this week (12)) national ruling from the ministry. We will come back to this as soon as we know more.

Beste collega,

Er wordt druk gewerkt aan hoe we zo spoedig mogelijk hoogwaardig onderwijs op afstand kunnen aanbieden. Daarvoor is de Corona Commissie Onderwijs bijeengebracht. Graag breng ik, namens de commissie, als voorzitter, je via deze wijze op de hoogte waar wij mee bezig zijn en wat je van ons kan verwachten de komende tijd. Deze e-mail sturen we naar jou met het verzoek door te sturen naar docenten binnen jouw opleiding.

De commissie heeft vijf werkpakketten geïdentificeerd met elk een vice decaan Onderwijs als aanspreekpunt en een team van experts uit de UT om hier aan te werken. De pakketten zijn:

1. Online Onderwijs – richt zich op de ontwikkeling van een centrale aanpak voor het online aanbieden van onderwijs en de gevolgen daarvan voor bijvoorbeeld practica, afstudeercolloquia en stages. Ciano Aydin (BMS) is het aanspreekpunt.
2. Online Tentamens – richt zich op een centrale aanpak van online toetsen die AVG-proof en online veilig is. Stephan van Gils (EEMCS) is het aanspreekpunt
3. Welzijn Studenten – besteed specifiek aandacht aan de impact van de huidige situatie op het studentenwelzijn en richt zich op goede communicatie en andere maatregelen om het studentenwelzijn te bewaken. Marjolein Dohmen-Janssen (ET) is het aanspreekpunt.
4. Centrale regelingen rondom studievertraging – richt zich op hoe bestaande regelingen rondom studievertraging zoals het BSA en de harde knip eventueel aangepast moeten worden en welke aanvullende afspraken nodig zijn. Freek van der Meer (ITC) is het aanspreekpunt.
5. Omgang met eindtermen – richt zich op de impact van de huidige situatie op het behalen van de eindtermen en het oplijnen van eindexamencommissies. Nieck Benes (TNW) is het aanspreekpunt.

Aandachtspunten komende week: tijdsduur online onderwijs en bindend studieadvies

Elk pakket is op dit moment bezig met de uitwerking van de tijdlijn en jullie te voorzien van een basis waar je mee kan werken. Daarnaast is de commissie aangehaakt bij de VSNU overleggen waar landelijke besluiten/afspraken worden genomen zoals over het bindend studieadvies, de harde knip en duur van online aanbieden van het onderwijs. We staan in verbinding met het centrale crisisteam waar de besluiten worden genomen.

Top 3 veelgestelde vragen:

1. Hoe ziet het onderwijs er uit in kwartaal drie?
   Deze week (week 12) van het derde kwartaal is komen te vervallen. We vervolgen volgende week het rooster zoals gepland. Dit betekent dat kwartaal drie gewoon eindigt zoals gepland en niet verlengd wordt. Ondertussen kijken we naar oplossingen voor toetsen en practica.
   
   Studenten zijn eerder deze week geïnformeerd over het feit dat al het onderwijs in het derde kwartiel online zal plaatsvinden en dat zij daarvoor niet fysiek op de campus aanwezig hoeven te zijn.
   
   
2. Waar vind ik informatie over ondersteuning die TELT biedt?
   Op deze website vind je heel veel informatie. Je kan ook contact met hen opnemen via telt@utwente.nl.
   
   
3. Hoe wordt er omgegaan met het bindend studieadvies (BSA)?
